WHITE PLAINS—Two new developments in downtown White Plains are offering a rare chance to own a home close to work, family, and community.
WBP Development, in partnership with the Housing Action Council (HAC), Westchester Residential Opportunities (WRO), the City of White Plains, Westchester County, and New York State Homes and Community Renewal (HCR), announced on Nov. 18 that the application period is now open for the affordable homeownership lotteries at 6 Cottage Place and 99 Church St. in downtown White Plains.
Construction loans for 6 Cottage and 99 Church St. have been provided by M&T Bank and the Community Preservation Corporation (CPC), respectively. These lotteries represent a chance to live and own in one of the region’s most vibrant, transit-connected communities.
Together, the two developments will bring 108 new affordable condominium homes to market, including homes specially adapted for people with mobility impairments and for people with hearing or visual impairment. A portion of the units will focus on providing homeownership opportunities to those affected by Hurricane Ida, employees of Westchester County and the City of White Plains, and those who are residing or waitlisted in local public or subsidized housing development.

Each property features high-performance, fully electric homes with amenities designed for comfort, accessibility, security and long-term affordability, WBP Development stated.
6 Cottage Place offers 40 studios, one-, and three-bedroom condominium homes starting in the low $200,000s.
99 Church St. offers 68 one-, two-, and three-bedroom condominium homes starting in the low $300,000s.

New York State Homes and Community Renewal’s Affordable Homeownership Opportunity Program provided $8 million to help support 6 Cottage Place and $13.6 million to help support 99 Church St..

The lotteries for 6 Cottage and 99 Church condos will be held in March 2026. Applications for 6 Cottage are due by Feb. 12, 2026, and applications for 99 Church are due by March 2, 2026. Late applications will be added to a waitlist. Applicants are encouraged to apply for both lotteries.
To help potential applicants learn more about eligibility requirements and how the affordable homeownership lottery works, a series of in-person and virtual workshops will be held in the coming weeks. These sessions will provide step-by-step guidance on how to apply and what to expect throughout the process.
