North Castle Seeks Developers for Possible Town Hall Project
If the Town Hall renovation and expansion project moves forward, the town would interview bid respondents in September and October and possibly issue a formal Request for Proposals in November of this year.

ARMONK—As part of its review of its government operations, the Town of North Castle has issued a Request for Expressions of Interest in the hopes of attracting a developer to expand and redevelop the current site of its Town Hall at 15, 17 and 21 Bedford Road.
The North Castle Town Board approved the issuance of the RFEI last week by a 4-1 vote, according to The Examiner. A tour of the 9.4-acre site is scheduled for Aug. 6 at 2 p.m. and the deadline to submit proposals is set for Sept. 22.
According to the RFEI issued on July 24, the town is seeking “creative proposals for a development project on the site that currently houses the town offices in two buildings, the town’s Highway Yard, the Cornell Birdsall House (a/k/a part of the annex, a circa 1790 residence which is primarily used by the Finance Department and the second floor has an office for the Conservation Board).” The RFEI states that the preservation, incorporation or relocation of the historically-significant Cornell Birdsall House must be addressed in any proposal. The Recreation Department is located in its own building on Maple Avenue.
“The proposed project must address the need for a new municipal building on the site and should incorporate into one building the municipal administrative offices and two municipal functions (the Town Police Department and the Justice Court) that the town is seeking to relocate from the existing Town Hall building,” the town states in the RFEI. Respondents could propose adding or combining the existing town facilities into the proposed development that would include residential, commercial or institutional uses compatible with the town’s intended municipal uses.
In addition to its study of possibly redeveloping the Town Hall property, town officials are also reportedly considering the possible purchase and renovation of the Boies law firm building at 333 Main St. The Town Hall Site is bordered to the north by Bedford Road and the American Legion Building, to the east by the former 4.14-acre Mariani Nursery & Garden Center, to the south by New York State Route 22, and to the west by Main Street (New York State Route 128). The town does not own the adjacent American Legion building or the land on which it is located but has a right of first refusal to purchase it.
