LEGAL CORNER: NYC Passes the FARE Act and Restricts the Payment of Commissions by Tenants
The real estate industry has expressed concerns regarding the potential repercussions of the FARE Act.
MIDDLETOWN—The Orange County Partnership has announced that Kelly Naughton, partner at the Goshen law firm Naughton & Torre, LLP, has been named the organization’s 2023 “Woman of Achievement in Economic Development” honoree.
Naughton, a resident of The Town of Wallkill, will receive her award at the Orange County Partnership’s Investor Breakfast on Tuesday, Oct. 3 at The Barn at Villa Venezia in Middletown. The event will begin at 8 a.m. with the program starting at 8:30 a.m.
Orange County Partnership officials note in 2006 that Naughton began her career as an attorney representing municipalities in Orange County, as well as private developers. Since then, Naughton has been involved in some of the largest economic development projects in Orange County, including serving as attorney for the Town of Goshen’s Planning Board in connection with LEGOLAND New York’s theme park proposal. The development secured all municipal approvals in less than a year’s time. Naughton also represented Resorts World Hudson Valley in its successful bid to locate a gaming facility at the Newburgh Mall. Both projects are highly successful and generating hundreds of new jobs and millions in tax revenues to Orange County.
Orange County Partnership officials note that Naughton is currently involved in projects that cover many of the growth sectors of the Orange County economy: industrial, travel-tourism, residential and green energy to name just a few.

Her efforts positively impact the lives of so many, with measurable results that strengthen economic development not only here in Orange County, but throughout the region.”
